I will test it in a another town.
If you use that mod, try disabling it.
If it doesn't work even after doing the above.
If you're using tile mode, it won't work because that tile mode overwrites the switch.
None of my Switches are highlighted.
Is there mod option to toggle settings or something?

Its a seriously bad habit LOL.
No I really don't mind the green I am just being picky LOL.
This is my opinion, but I don't think the green border is particularly intrusive.
