It's the amount of blocks in the area; I've had it with outer blocks as well. There seems to be a limit, though the developer hasn't let any of us know in game (one of the reasons I don't play it anymore; it's no fun if you can't build what you want).

I keep placing this and then building the floor around it and it disappears.
