It shouldn't be increasing their damage, but it should allow them to instantly kill you with a headshot.
Moreover, it seems to have increased the enemy's damage too.
When I disabled this mod, everything returned to normal.
gc_goremethod
0: Default method.
1: Produce gibs according to damage. Small gibs are the square root of damage taken and large gibs are the square root of small gibs minus 1. All gibs are large for headshots. Explosions lack the reduction by 1 for large gibs and have extra small gibs equal to the number of large gibs.

0: Default system.
1: Decapitations use SFX on corpses, but decapitation does not occur if decapitation has already occurred.

0: Headshots only on kill.
1: Headshots instant kill without power, but do not with power.
2: Headshots with or without power.

0: Headshots only on kill.
1: Headshots instant kill.

0: Big chunks despawn when lifetime runs out.
1: Big chunks break apart into smaller ones when lifetime runs out.

0: Chunks do not leave blood upon despawn.
1: Chunks leave blood upon despawn. Includes big chunk rotting.
gc_headshotdamageminimum
Minimum damage for headshots to activate. Default of 1; if players would take 0 damage from a shot, they cannot be headshot.

Upon respawn, player heads restore.
It gets worse!
You can't get headshot after that. I use this mod because it makes both sides exceedingly vulnerable, but if I can just die and now I'm immortal, then it's not doing exactly what I want it to do.
Apart from the headshot sounds and stuff, they're still pretty satisfying.
