You also need to delete the files in the RON workshop folder if there are any residual workshop mods from other mods you installed. It may be located in another directory (depending on your installation), but this number relates to Rise of Nations. You will have to delete every folder inside of this to clear any lingering RON workshop files: \Steam\steamapps\workshop\content\287450\.
If it still happens and you are certain you did all these steps, then note what map you were playing, and a screenshot of your skirmish/quick battle screen.

I love all the nation skins it provides (except for snow low tech female villager, give her back her glorious pony tail). Yet I'm dicey when it comes to all changes that come by default to everything else.
