The ID of this Mod should be 2875403237. SO you have to go to your Mods Ordner, search for the Directory with this Number, and open common, the folder in there and replace the File there (rename it to .new) with the above mentioned. (Copy and Paste the Text on the Screen).

I did not made any attempts to make it compatible.
The Mod now does simply remove the Soft Caps on Artisans.
is there any mod that could make it not compatible ?
All good Ideas :) But...
1. The Development is a factor, it gives a Bonus depending on the Development of your Capital Province
2. Buildings play a Role, Bonus is provided by the "Smiths line", "blacksmiths duchy building", "caravanserai line", "Wind Furnaces line", Universities boost Book Inspirations and Special Mines boost things significantly.
3. The Traditions Bonus is tied to the Inspiration Owner.
In general there is a ton of other things that effect the outcome, the file that does nothing else than calculating the outcome has near to 13.000 Lines.
Since there are for sure a lot of different opinions how good or bad an artifact should be produced by a local Artisan I'm thinking of maybe adding a Game Rule or similar to it.
Something i did notice is that because i am using a mod that changes the random stats People get to be much higher, i end up getting really high level Artifacts.
For example i recently got a Masterwork Artifact, do keep in mind i have used the decsion around 20-30 times and i never got such a high tier artifact but still it can happen.
For now i just made a custom mod to make the decision more expensive, but do you think you can make a change so that the quality level cant be Masterwork at least?
Disable this Mod for now and do the following:
Open Dir
C:\Program Files (x86)\Steam\steamapps\common\Crusader Kings III\game\common\scripted_effects
Search for the file
00_ep1_artifact_creation_effects.txt
Open it with for example Notepad
Search for "max", it should state somtehin like max = 20 od so (I do not have the old 1.8 Files)
I suppose you put the 20 to 100. This will not give you all what the Mod has to offer but the core one: You can have better Artifacts, but they will still be less good.
@CaliBlueBear: I doubt that this is the case.
There is no real Way to make it compatible, you only can put this Feature in it too, so that you than will no longer need this Mod if you use the other one.
By the Way:
In 1.9 Paradox changed the Way Local Artisans Work so that they removed the Hard Cap!
So even without this Mod you can in theory get any Level of Artifact. They only still have a heafty Minus in it, so you will still see less good Artifacts.
This Mod still put the Local Artisans on the same Page as anyone else.
But since the Hard Cap was the most annoying thing in it it might be that you do not want / need this Mod anymore.

Since I'm personally do not use GoT I do not know - but your Computer will not explode if you try it ;)
Simply put the GoT mod below this one, then, in case, this Mod will not count.
