I also feel the boosts to chariots is much more thematic, as Settra is in lore known for his Hammer & Anvil tactics using Tomb-Guard and Chariots. (maybe a boost to lords&heroes on chariots too?)
The Katarin change of them throwing Ice-Shards was actualy something i thought of, but pretty sure the unit would only throw a single ice-shard, rather than each entity shooting one, unless you made a modified version.
Also i guess you got me on the Harkon Blood-Dragon part, but generaly Count Noctilus is the one with the regiment of reknown tied to him. (also upkeep is abit boring, i'd suggest giving them a movespeed-boost instead)

Currently, I'm working on a second version of Katarina faction effects. I replaced the Heart of Winter bound spell by the Ice Shard capacity, which make them functionning similarly as Hawk Riders in the Sisters of Twilight faction. I'll add as well your ideas, they are very fitting for her faction indeed. I will additionally take a look at Kostaltyn faction effects for the next update.
Concerning Settra, I would like to know more about your experience with the ability that I gave to the Warsphinx. I didn't planned that their new ability would be this op, I would have liked to add another tactical tool for Settra's faction.
Spirit of the Jungle Campaign movement range: +15% after winning a battle (all characters)
Hexoatl - Higher range+ap dmg for Bastilodon Solar-Engines (hexoatl = "city of the sun")
Settra - Warspinhx aoe heal ability is op, replace it with Monstrous Charge, and also include that ability to chariot-units.
Vilitch faction: Forbidden Rod ability for Tzeench Cultists
Having Ice-Guards for Katarin be able to use heart of winter is also insanely OP, maybe give them Mastery of the Elemental Winds for Katarin & Ice-Witch Lords/Heroes instead.
For Taurox, i would suggest giving him acess to spreading Khorne corruption-
Kostaltyn, make bonus affect Armored Kossars too.
Grom the Paunch, ability to recruit Goblin melee-heroes anywhere on map.
Imrik? static armor piercing damage bonus for dragon-princes.
Otherwise well done!
Perhaps some bigger bonuses to their special units like skarsnik giving his nigh gobbos eshin's smoke bombs?
Or belegar buffing all defender units by a shit ton stat wise.
Queek might as well could make stormvermins stormchosens. (noone ever used stormvermins anyway so might as well)
