unfortunately, a problem has arisen on the new versions - the building does not function as a residential building and actually has no functionality and stands as a monument. I hope to solve the problem soon, this is the best mod that I've seen

If anyone's wondering where to find it in game, go to the Workshop Buildings button, search "Citadel", and you should see it.

@Vupi Goldberg Dude, it's your problem that you didn't play Half Life normally. If you've forgotten, Half Life 2 scenario takes place in City 17 which is situated in East Europe, so it's absolutely normal
