I don't have any plans to drastically change any of my scenarios and typing ALL CAPS is not gonna help you in covincing me.
The answer to your question is because that's what they are speaking in Western Sahara CDLC and that what African CSAT forces spoke in Tac Ops DLC. Propably becasue many countries in west africa have French listed as official language. :>

I take that criticism to heart and I will take that into account when creating next missions. :>
I tend to have bad luck with how unpredictable are moving civilians (runnig away too soon making them redundent or clogging roads etc. in weird places) but I will try to find a way to incorporate them in missions in the future. :>
I have like 100+ missions in backlog to translate to english and publish.
So there might be more that you will enjoy in near future.
