@zin: Yes, you just activate it like any other mod and when voicepack is configured to add new soundcues, voice patcher will play them.

Just note not many VPs are supporting it, so making your own config could allow you to get older voicepacks to support more actions.
(Like "forcing" Xcom to always play "rupture" soundcues anytime soldiers use akimbo-pistols skills)
