One option you might consider adding is lowering the target missionary power and increasing yours for a time, e.g. "sharing a priest" if you are the same religion, i think that would be a great addition to this. This could also be used for improved colonisation speed too.
I know that may be a bit counterintuitive considering the favor mechanic but maybe lowering a bit the favor cost with that? lets say, u spend 20 favors and 50 mil for a general with their AT or something like that.
Thats probably something to take into account
The problem it is you can manipulate very easly the AI. With low favor cost and your added improve opinion favor, it could be very easly to make giant alliance (like Great power 1,2,3 and 4 all allied together). The rival system is a way to counter balance it mostly for AI as it prevent these kind of alliance. but if your can remove for almost free a rival to Ai and then improve relation very easly. it can be abused very easly and do simple world conquest run with it (as all major threat would be allied to you).
@iDefective: I kinda decided against mil power because then it would fall under the same rules of the action that trades power, so they would have to decline if they are low on power, behind in ideas or tech, and could generally offer the option to lower their mil power twice. AP could work, but I feel that would be even more punishing and also DLC locked. I can tweak the AT value to 5 perhaps, but I feel it's a good value to lose there - for once that means people cannot milk them twice for the same quality of generals (speaking of two countries here, not one doing it twice as that has cooldown), and second it kinda makes sense for giving them a general that your AT is lost a bit. I originally wanted it to actually trade a general over, but that isn't possible sadly.
PS. maybe a micro mod to enable paying off debt of great powers? it's annoying when you play, say, great britain, austria is heavily in the red and won't join your wars, but you have to manually give them ~20k via 'send gift' interaction.
