Could it make the turn time slower incentivising razing options ,which is proven to make turn times slow and liberating (so mantaining in the end a large number of factions on the map constantly)?

Does this mod also allow for Huns to settle, or are they still nomadic by nature? Not that I mind either way, the idea sounds interesting. Thanks for the mod!
