@エーイオン I found a way for only the player to be able to access these colors, it's a very scuffed solution though.

I have not found a way to limit hair and eye colors to the ruler designer only, there are mods like UC Eyes and Hair which work by adding a few pixels of color in the corner of the palette and making a trait that assigns them. You can also add hair colors to the barbershop like I did here .
