I downloaded the file you mentioned and added it as a Non-Workshop mod and it appears to have worked!
So as I understand the original modifier on highest difficulty remains (+9 on Sid Meier) but this additional mod allows us to add an additional modifier "on top" of it in the -6 -- +6 range.
So i added it in the -5 value and it ends up with the +4 combat bonus, same as Deity but applied at the Sid Meier difficulty.
I presume the original buffs ffrom Deity++ mod remain untouched.
Thanks for your assist, can I ask - do you frequent a speciffic Modding community? Which one would you recommend? Maybe a discord?

your mod has been translated by onyxum into German and the translation is now part of the German translations for Civilization VI mods mod pack.
We would be more than happy if you could refer to the language translation in your mod description.
The AI only got 1 settler, no builders and 7 warriors. any thoughts?
I am thrilled to have another crazy level.
I can care less about the extra cities, Those can be conquered, I just can ever get a few of them discovered for a few free points from the city states.
This really has nothing to do with AI just more crap on the map.
Only if the Map is severly broken that limits their possible expansions due to mountains and oceans can you get luck. That's why I play on fractal maps. More variety and strategy than big open land masses.
