Should be just added effects, unless you crash on launch or crash when you hover above the "diktat" button before pressing it or after pressing it it should work without problems

the reason why arthati sacrifice exists isnt to get slaves its to fix the god awful public order. The slaves being refunded is a nice bonus. That rite is practically mandatory so whether or not you get partial refund doesnt really matter.

I dont get the Sacrifice to Arthati. Costs 1500 slaves but gives 100 slaves a turn for 10 turns? Whats the point?
