On one hand, it's a season-specific all-class. Those sorts of hats tend to be the least versatile, the most artstyle-breaking, and the least personality-fitting of all the Workshop staples.
On the other hand, I can't deny the clear effort that's gone into this specific hat to make it tasteful enough to work outside of Halloween. This isn't some brainless orange-and-black top hat, it has actual STYLE.
Is its inclusion in the game necessary? No. We have plenty of cowboy hats already. But if Valve does their usual thing where they grab a Halloween-themed all-class to serve as Unusual bait, I'd much prefer it be a hat like this, and not a towering stack of pumpkins.
