And grapeshot, hmm... I bought the ToD dlc but haven't play it yet. I'm gonna consider it after the at least first Elspeth campaign. But it will take quite a long time...
Nothing I could guarantee but will keep it in my mind for sure.
Are you using other tech tree mods? This mod fits for vanilla tech tree. In that case, you can modify the mod file to prevent overlap issue. Find the '!@Better_Empire_Technology_ENG' in Steam\steamapps\workshop directory and copy&paste it to Total War WARHAMMER III\data. Then download RPFM, open the file with it, delete 'technology_nodes_tables' and save.
It's OK. And it'll be good the original mod's link on the translation mod's description, for both of me and your mod's users. :)

I checked all the technology effects and verified the upkeep, war machine's range&missile strength and few other effects were not working because of the wrong effect scope. I just fixed all the thing.
And the construction cost reduction of worship and forge buildings, they had reduced each other's construction cost and are fixed too.
Clergy of Sigmar:Construction cost -30% for Worship buildings,
Engineers' Guild:Construction cost -15% for Forges buildings,
Combustion Agent:
Range +6% for War Wagon, Steam Tank and Luminark of Hysh units
Missile strength +6% for artillery, War Wagon, Steam Tank and Luminark of Hysh units
These buffs do not seem to be working.Please fix it. I'm sorry I used the translation software.
