No, not Lightning Hands - FAST Hands, I think it was called. It is supposed to give you both Lightning Hands and Quickdraw, but back when I tried Richards' classes pack, it failed to give the soldier either during tactical. Its id name may be RS_FastHands or something like that, I fail to remember.

I have not corrected, so if anybody finds something is not working please let me know and i will try to find a way to deal with it. I am not a coder/modder though so likely i will either scratch or replace that perk. Lightning Hands though is a base game perk, so that at least should work

I don't know if you've included/tested/fixed them, but FYI, some of Richard's perks don't function correctly - for instance, I remember Fast Hands not working at all.
