it likely works for you because you've got the models extracted into the root folder of cstrike (for one reason or another be it old ass pre-steampipe install or something else), which they normally aren't as they're contained in its VPKs.

I shouldn't need to ask the question but have you installed, run, and mounted CS:S from the main menu?

It was working for me when I tested it with the -noworkshop command, all legacy add-ons removed, and all games unmounted but CS:S. If it doesn't work, it'll have to wait until I get back from vacation next week.

I found the problem. It's caused by mapping practices that made it work for the game it was made for alone, the path the models are looking for is ..\cstrike\models instead of just models, so it's trying to find them from a directory from where garrysmod is loaded but fails.

Those are from de_inferno so clearly something is wrong with your CS:S install. Verify your files for it.

I have confirmed that it does not require anything except CS:S. Make sure the game is installed/verified, it has been run at least once, and that you mounted it in GMod.

unless the map uses custom assets that have not been packed into the garry's mod bsp

It's a CS:S map, so that makes no sense.

there are many missing models scattered across the map and i only do not have CS:GO installed
