Remember, this is one of the most prominent and widely used mods for Cities: Skylines and has over 1.5 million subscribers - if you're having a problem, then it's on your end, and not the mod. And nobody can see what's going on at your end if you don't provide logs.
NEVER exit to main menu when using ANY mods. ALWAYS exit to desktop and restart the game instead. This is an inherent limitation of using mods games with these old Unity engine versions and cannot be worked around.
My first guess is that you're probably experiencing the Steam Workshop bug where it'll sometimes download mods that you're no longer subscribed to. Verifying local files can clean this up, and also look at Skyve's cleanup functionality.
This means that the mod is not able to operate and has shut down.

By the way, i don't have that mod and i never downloaded it. Also i deleted all my mods but its still saying this. I really don't know what to do and what is causing this error.
