I don't often call people names and tell them to fuck off. Please read the comment below as many times as you need to understand why the comment section becomes semi-hidden.

If someone submits a report on an item, it's comment section doesn't show up on the item's main page. It's possible to click the "Comments" tab above and see all the comments and leave yours. It is also possible to see/leave comments on the activity tab.

When an admin/moderator clears the report, the comment section shows up on main page again.

If someone blocks you, you cannot leave comments at all. The uploader can also disable the comment section completely. Neither of these cases have anything to do with the reports.
