The problem is not about why the heavy would wear it, it’s about why anyone would wear it.
Yes it doesn’t make sense thag the Hesvy wears clothing with Soviet insigna, but it’s still an article of clothing that someone would reasonably wear. It’s why those cosmetics go with lots of other cosmetics.
This workshop submission isn’t an article of clothing, or a hairdo, or anything else a somewhat normal-looking person would wear. This submission will only work with the other zany sandwich cosmetics already in the game. Why would he put his sandwich on his shoulder when he can put it in a lunchbox?
