It's either $selfillum (with $selfillummask and $selfillumtint )
or $detail (use MMod's combine soldiers proxy)

$selfillum requires color to be baked into diffuse map, while $detail applies glow mask on top of the texture (can be multi-colored unlike selfillum which is just black&white)

And there's that $emissiveblend which i never use, first two options are easier anyway.

well, i still have no idea how to add glowing textures to the eyes, nor the bloom they have, NOR the elite metrocop

uh… so, I was unsuccessful in fixing the metrocop NPC texture. I found the texture maps and a bunch of shader parameters I could tweak, but nothing seems to make the belt buckles and other metal bits look like actual metal.
