Yes, that change is intentional. It is a bug in the base game that any of those positions can be filled out by non-Elf characters.
As without this mod enabled I can put a tree lord into that slot.
Install the beta in Data. Enable that and disable this in your mod manager. Delete the file in Data when this updates.

It's in the community_bugfix channel under pinned messages. The latest beta is always the top pinned message.

You need to move the packfile into your WH3 data folder, then select it in your mod manager when launching (disable the Steam version first, as both versions cannot run together).

On that note, I've noticed a pretty simple bug. Boris' campaign on the chaos map has a mission to capture Uzkulak, but the settlement to capture is listed as Uzkulany. Again, love your work.

That's the gate bug, which has been in the game forever. Unfortunately, it's not something that is fixable with mods.
We will release a release version here for 6.3.2 Soon(tm).

The 6.3 rollback version on Discord is recommended until 7.0 drops. There is no way for us to fix the AI problems in 6.3.1, but at least with the rollback edition you will get all of the good 6.3.1 changes without the AI issues the hotfix introduced. This rollback edition won't be released on Steam because it will absolutely cause problems on a non-rollback version of the game.
We may release a small update here for users on 6.3.1, but honestly, probably not. The expectation now is that the next Steam release will be post-7.0.
In the UK we can't see your images.
We're working on it, but TK AI will only be fixable by rolling back to 6.3. We intend to release a version of the mod that incorporates 6.3.1 changes for the 6.3 codebase, allowing a best of both worlds until 7.0 comes out. We will post about it when ready.
We can't directly impact the AI, as it is based on game code that is inaccessible to modders. That said, the current beta on our Discord has a workaround fix for the specific Lizardmen AI problem.
