As for the fence, the guard pistol naturally has more penetrating power by default. I am not sure of the exact damage falloff for each layer of fence the bullet travels through, but each layer has a force multiplier reduction of 40%.
Also, how well can players shoot through the fences? Does the Guard's heavy pistol have an advantage because of its extra penetrating power? I tried to attack a guard through two fences and I think my SMG didn't penetrate the second wall while his heavy pistol did.
In this diagram I'm "A" and he's "B". I spotted him, he backed up to the concrete wall corner, and I fired first. But while his shots made impacts on the concrete wall behind me, my shots left a bullet marker on the 2nd (interior) fence, left no markings on the concrete wall, and the Guard was not hurt.
