it should be an upgrade of this mod, as this mod is pretty dated and I am now able to mod things previously impossible
so best to check out this new mod, you might like it a bit more
I can't know, i just reused code from the core game so it shouldn't introduce new mechanics that could cause crashes.

these are basegame rules I believe, the game considers some settlements to have more or less building slots
I can't remove code, thus it can't vanilla, as I do not see it in my build, are you sure there's not a mod ghosting you? meaning there's a mod on that is unseen on? try starting your game with the "launch with no mods" and then start with mods
you must be using another mod, this mod doesn't provide public order, it does however provide a ton of corruption

this isn't really specific to this mod I think, I think this is a problem in the entire game, ruining buildings causes unseen issues as all values on a the building are set to 0, and some effects can't be 0, like recruiting agents and some other ones
Might be the double-sacking thing you mentioned earlier, but not entirely sure.
I have no idea, you might want to load an auto save, as the game might be unable to readjust, it means changing the mod doesn't change your safe sadly
or something else is going on which I don't know, I do know that ruining settlements is an unexplored region of the game and might bring problems
