stopped working 100 turns into my Belakor campaign. Was able to confederate all the warriors of chaos and the slaanesh daemon lord but not skarbrand or kairos

Can confirm it works for tomb kings (12/2022, playing as Settra). Took a turn for the option to show up after discovering another tk faction but it is there, confederated few minor tk factions already.

@Nazukao @AdanaCityPlayboy Sadly the game only allows same cultrue factions to use diplomacy confederation and this can't be edited.
