Perhaps I'm not remembering correctly, but maybe the CI requirement was for a Reaper of a certain rank, although I don't remember seeing a rank requirement. I might try and find a prior save and see if that was the issue.
I only play Covert Infiltration these days, and I know I've used them to do unlocks that require a Reaper of a certain rank, and I know Chosen take extra damage if vulnerable. I can't say that I've ever used them for the purpose you mention, but it seems like it should work too.

I have two Stormriders and they work fine. I have Mitzurti's Perk Pack. What's going on and how can I fix it? I've finally rescued a Monk after 150+ hours in this campaign and I was SO excited to use this class, but it's broken.

At the start of the file. Which registers the class to spawn at all, this is handled by multiple faction heroes mod for the base Reaper Monk.
Then you need to change these values, default is 1 and 4, changing that can cause vastly more or less to spawn.
+NumInForcedDeck=1
+NumInDeck=4
I'd probably also delete the factionclasses.ini so nothing goes wonky with that. You also might not be able to get reaper armour to spawn, I'm not sure, but if that's a problem can enable soldier armour on them.

If the class works otherwise, which would surprise me, you can add other melee weapons to work with Flurry via the XComMonkAbility.ini config, you'll see the unarmed weapons on there, can just add anything.
True Primary Secondaries worked for me when I tested, other than initially being equipped with no primary, but that's only an issue on Gatecrasher really.

@TRON4.0 I dunno, I've never had that problem, so without more information I don't know what to say.
There is after all a reason why the Factions didn't get along previous to XCOM uniting them. Sure, it's more noticeable between the Reapers and Skirmishers, but both equally distrusted the Templars as well. Probably because they followed Geist's agenda, and were just as likely to backstab them as help them.
the Scythe at least is a Super-Stealthy Assassin and stays in line with the Faction. same with the monk here.
Reapers think Psionics are batshit crazy. They wouldn't employ them.
Is nice to have another Monk-style class after the Stormrider, though.
