- If adding in the middle of a campaign, notice the "changes next turn".
- These garrisons come from the defence building, without that building nothing changes.
- Make sure the mod is activated.
- Resubscribe to the mod.
T4:
Beasts of Nurgle x2 -> Plague Ogres (Great Weapons) x2

The fact that you can run this mod fine until manually fighting in a settlement also points to that tower mod you have. I'll write this down and see if anyone else reports similar issues.
I added it mid-campaign, maybe that caused some issue

Nothing that should impact it really, wanted to play vanilla but got so fed up with the nonsence absent garrisons, no walls and no economy I had to add something to manage to nonstop war declarations from all sides :D
What other mods are you using?
Save -> Disable Mod -> Load -> Fight -> Save -> Enable Mod -> End Turn
Not sure if it's just me, but maybe something to have a look at :)
