There's gotta be at least one HECU related model replacements for all survivors in the workshop
Otherwise, I personally don't even use this voice pack for HECUs exclusively. I use any other masked military model replacement I find

Seems to fit the bill. Voice mods for Zoey should work just fine with the other survivors using her voice script. At least from my experience using ones that just replace the voice lines with a simple subscription and activate in the addons menu. I am not sure about the ones where you have to extract and manually replace and do the whole sound cache rebuild thing via console commands, but those should still work just fine afaik. I never really bothered much with those types of voice mods. I mainly just use the ones where you simply subscribe and activate in the addons menu.

I believe I've seen a script mod that changes Rochelle's voice over to Zoey's and likewise, I think, with Coach. So there's that at least. Unless you're planning on doing something else with the voice script then idk.

@Consul I would've released a script+voice pack combo like my HL2 Combine voice pack
But ive been repeatedly told that that sort of mod doesn't work properly for some reason so idk
