I just checked and Savant was his usual Scorchlander self, so the issue must be from another mod you are using. This mod actually doesn't make any changes to the Skin Bandits, though they do have P4 Units included in their default types.

Just a heads up, I think I found a bug with your mod. The mod seems to be replacing savant at the skinhouse hq with just a regular skin bandit. Honestly I'd say just don't alter the skin bandits at all, their "armor" only fits screamer skeletons anyway, otherwise there's massive clipping issues.
