Steam/Valve hosts and moderates its associated games under United States laws. Games must still TRY to comply with other national laws when possible.
ALL workshops for ANY game that supports a workshop CAN allow NSFW/Mature content under 3 allowed conditions:
1: The game's creators/community moderators/Valve staff must allow Mature content.
2: The mature content must not be shown in the thumbnail or screenshots.
3: The addon page are required to have mature content warnings.
There's absolutely no use in being a Gmod Cop as NSFW content is allowed under specific conditions, and you can't stop it. If I were a kid again I'd likely think the same way as you until I read the fine print. If you don't want to see it, don't click it.
