doesn't let me turn my rudder manually with A/D

i really like this mc, i got a question, when i use a/d while my ship stoped, the rudder aren't turning, but when i move slowly and its about 2 knots, the system is on and i can turn the rudder , my question is, is there any solution to turn the rudder even the ship on a stop position?
