updated. the random light flickering glitch is weird and I have no clue why it's happening. though I usually just give it a moment to pass by either disabling the "Force Headlight" option or respawning all npc vehicles..

Any way you could've made it so that Police only utilize the LCPD car and not the NOOSE cars? Maybe the NOOSE cruisers should start appearing at higher wanted levels? And especially the NOOSE TRU truck

Are you still looking into why the cars are being colored. I kinda just want the proxy color thing that the cars already have by default.

In the background NPC's goto actors and edit the amount of 'Decent Vehicles' for this actor type.
make sure you have all the required stuff and have Decent vehicles enabled for the mod.

That's related to background npc's scripting not this addon's scripts. If it mattered to you so much, you can modify the background npcs mod and change it to suit your preferences.
