New and accurate: Update 2.0/IE has apparently NOT made this mod redundant. As Dwarfs, I can't open diplomacy with Skarrbrand when not running my other Chaos Diplomacy for all mod. So perhaps it is still needed. It certainly won't hurt your experience if you run it in 2.0.

Mod should be edited to exclude Vampires. Vampires are entirely antithetical to Chaos, and Chaos (and the Gods) arguably hate Vampires more than anyone else. Khorne despises them for drinking blood meant to be spilled in his name. Slaanesh hates the undead because they lack any sort of emotion and they're stagnant, living in the past instead of striving for new sensation and pleasure. Tzeentch hates them similarly to Slaanesh - stagnant, unchanging, and he's... The Lord of Change and all. And Nurgle, because Vampires are almost completely immune to all disease.

But there are so many non-lore friendly mods on here, lol. I'm just saying, if you're going for that lore feel, Vampires and Chaos should be at like -100 diplomacy right off the bat.

I believe Chaos can do diplomacy with everyone now based on CA's update. I haven't actually checked this mod since 2.0 since CA opened diplomacy for everyone and Chaos

It depends on what you're looking for. If you want Chaos to be able to negotiate like any other faction, Diplomacy for Chaos is the better mod. If you still want the "Chaos Experience" of every "good" faction instantly being at war with you, but you want Chaos to be able to do diplomacy with "evil" factions, then Smart Chaos Diplomacy is the better option.

Diplomacy for Chaos also makes the game easier than Smart Chaos Diplomacy does because Diplomacy for Chaos also stops every "good" AI faction from declaring war the second they encounter you.

I think it would be possible. I may look into doing that after Immortal Empires drops
