@Falaris I believe this should help with that.
The game is simulation based, so while we can't set a minimum speed an increase in thrust available to the barge will help considerably in currents and heavy seas.

For me the problem isn't the barge's max speed, it's its minimum speed, when it stalls out at virtually 0 speed for ages. I hope a bit more thrust - like this - should help with that.

other turbo barges are way too fast

Barge speed is somewhat hard to measure, but I estimated this gives them about a 15-20% boost.
