However, in-game, Brawler still work fine. Can equip Autopistol without problem and able shoot like normal. So, I guess it's false positive?

I look in your ini and found that estat_offense look kinda off. At squaddie rank, estat_offense just list estat_offense= without any number and for other ranks just 1 and 0. When add all of it up just equal to 4 aims at colonel(69 total).
I also check your Harasser and Brawler. Harasser look fine and, when added up, get aim up to 78. However, Brawler got same problem as Electroraider. The estat_offense list the same as Electroraider, squaddie just list blank.
I hope you can check it out as, late game, they struggle a lot while their perks are useful but low aim kinda made them less enjoyable to field.

Also, not getting Honed Edge or any other perks that help melee accuracy until Major is kinda suboptimal. The bonus move action from Breaching Manoeuvre depends on actually landing a hit with the sword, so if you miss you're screwed.
Quickly recharge your Arc Thrower's battery with a spare, reducing all related cool-downs by up to 3 turns. 5 turn cool down. Doesn't affect all abilities. It is why i recommenced the colour mod (description updated)
