Movie: Joe versus The Volcano
It could be cultured, (A mixture of Polynesian, Celtic, Hebrew, and Latin cultures), Mercantile (They are the only source of a rare mineral called Buburu, neccessary for the production of super conductors) or Religious (They make sacrifices to an angry fire god that lives in the Big Woo, the volcano, every 100 years, and trade their mineral rights for a willing sacrifice). You might even be able to get away with Maritime ("The Waponis are a cheerful people who live a simple existance fishing in the lagoon [and] picking fruit.")

@Hausser: There's already a Video Games mod out there for which I've begun to add support... but we could always add more to a separate mod.

@Gomer's Pile: Margaritaville? Also sounds like a different mod. We can add Funky Town and Paradise City...

How about adding Freedonia (from the Marx Brothers' "Duck Soup") and The Grand Duchy of Fenwick (from "The Mouse that Roared" and "The Mouse on the Moon")?

Another nice city state for tropical climes would be Margaritaville.
