because they used different size scales for the maps and characters.
While 16 HU = 1ft for maps and props, characters operate at 12HU = 1ft. Since HU are the universal measurement of Source, that places characters as being 25% smaller in each dimension than they should reasonably be.

Source Engine Scale, Corrected - a Hammer Unit Isn’t Always the Same Size
The problem is Valve deciding to make the maps too big for the player and NPCs.
"Human character models and certain other models for Source currently use 1 foot = 12 units"
4'6 is based on the measurement used for the maps, which is, for whatever reason, different from character measurements. It's rare that collision height matters for reasons other than the map, so they stated 4'6/1.4m for something that only ever matters for interacting with the map.
More accurately, Gordon Freeman is 73 HU in height, which, according to other characters (who are probably more accurate to use for your height) would be 6'1.

The map, props, etc are given different measurements to players and npcs
According to the valve developer wiki, on Dimensions, suited to HL2 and CS:S (and thus by extension Garry's Mod), the object sizes are set as follows:
1 foot = 16 HU on maps, architecture, and some prop models. That's only 3/4 inches per HU.
1 foot = 12 HU on players and NPCs. That's 1 HU to 1 inch.
1 foot = 1 HU on 3D skyboxes. That's a giant 1 HU to 12 inches.
As a result, the 73 HU player collision hull gives the player a height of 6'1.
If anything, the NPCs should be smaller lol
or, you know, the maps kinda should've been made with consistency between NPCs and maps
