I like this mod a lot. You should add buildings and armies exclusive to the civics. It'd not only spice up the game but will make it seem as though you are a true space Imperator or ruling over a Space Imperium.

the prerequisite should be dictatorial government, not imperial. In the roman empire the rulers were rarely choosen by lineage
