Because its a npc (asset) and we cant publish a plugin and an asset together in the workshop, and i didnt want to publish a mod only for one npc

Thanks. I thinked about crimes too, but the game crimes are hardcoded for now, it's not possible to add a custom crime, and the default crimes default really fit for that.
I will maybe divide the option later.

I think that you need to divide option "allowCriminals" into "allowCriminalsLegal" and "allowCriminalsIllegal" so that for example legal buyer will not interact with wanted person but illegal will, also i think that after interacting with illegal buyer player should became wanted
