Even though engineer is the only one who wears a hardhat without any cosmetics, that doesn't mean that all classes can't wear one.
It's not a personality thing, since hardhats are workwear, therefore they work for all classes. Scout may not like wearing one, but if he's obligated to for a job, he will do it. Simple as that.
