I'm not entirely sure how feasible your idea is. It definitely sounds interesting. Potentially it might work with scripts but that's completely unknown territory for me. There's no existing template for that I believe. There is a possibility that it can be done by incidents and dilemmas alone. Although the payload effects would have to last fairly longer or permanently. I remember Sun Ce's mission to get Zhou Yu or something along that line was literally walk up to one county and boom, mission complete.
Regarding my idea for Liu Bei,
my idea was that his path of unity would be a really simple to grasp mechanic that is based on provinces. Example, control "insert province name here" and gain +simple bonus. The UI list is to show what provinces exist and what effects they give.
(Yea about that, it's gonna take a while. I didn't realise changing the music was different to changing the voice. I'll have to figure that out.)
Getting faction wide bonuses does not really require CEO, but I guess for this mod and for it's mechanics to work, it's CEO based. Factionwide bonuses, depending on what table, only requires the right effect scope.
But yeah, I get your gist, I will check the tables myself and see what's up.
Cool idea though I like it!
