You need to check for mod conflicts on your end, especially those with a lot of assets, because this sounds like you have gone over your asset limit.
In this map's default Map.xml, all civs & CS have their main TSL in normal Europe. In Map-EvenDistribution.xml, half of the official civs, official & custom CS have their main TSL in mirror Europe.
I haven't switched up the main & alternative TSLs for custom civs as there're so many & more importantly each player uses a different set of civs: it's simply impossible to distribute them evenly when it isn't known what & how many civs a player uses.
So what you may do to ensure even distribution for your set of civs is to edit your Map.xml in a text editor. In the XML you will see the 2 TSL for each civ; just move the AlternateStart="1" text from 1 line to another (1st line is normal Europe, 2nd is mirror) & you'll have moved a civ to another Europe.

Let's say I wanna take both Kievan Rus and Russia, but I want them to spawn in their symmetrical positions on the map, not spawn side by side. And the same for Boudicca and English Eleanor, how should I set it up? Simple select them both and they will spawn in the opposite places?
@SraMinorYT: I haven't had such a problem before. Could be a mod conflict.
