@DarkRite i just tried to fix it but i didn't succeed, it may be a vanilla game issue because i heard about ranged units not able to fire. Looks like they only shoot after the first volley when they are under enemy fire. If someone has idea how to fix this.

So the flamethrower units have trouble shooting, they'll fire an initial volley when an enemy comes in range, but then won't shoot, I need to issue a move order, then another attack order to get them to fire one more volley. And then repeat said process constantly. Makes it hard to use them, beyond that the other units don't have any trouble shooting, just the flamethrowers.

Interesting mod. Will make fighting them much more fun.
