Hi sorry for the late reply. The mod itself should work regardless of patch version since it's foundation level of how the game engine work.
You mentioned being new, So have you :
- Check if you enabled the mod in the game's launcher
- Make sure you've selected the correct mod list from the launcher.
- Since the decision will disappear the moment the year 1445 hit, this mean you only have 2 in-game month to enact the decision.
