So, if you need this mod to enable the 'C Sharp' check mark, then this mod does, in fact, do something..

yeah I found that out via some help. issue has been fixed via ticking the "Treat Forced mods as Normal" or whatever it's called to force a disabled Csharp mod to actually BE disabled

Somehow using this mod botches a sub's ballast tanks causing them to not be able to move the ship up or down, once I disabled it the sub was back to normal

im on linux and the game crashes everytime i load settings

im pretty sure it has to be c# because it's JIT compiled, just like Lua (Lua can also be interpreted), so it can be compiled as the game loads; a c++ mod would have to be compiled into a dynamically linkable object (like a dll) in order to be added into the game.
a c++ mod would also need to be compiled before being published (unless you wanted to add a whole ass compiler to the game), and so would go against the forced open-source nature of c# and lua mods.

Is there a way to enable Cs scripting support without this mod? I'd like to host a vanilla server without loosing BetterHealthUI and it seems like this mod needs to be enabled to work.

for some reason even after unsubscribing, verifying files, uninstalling client-side lua and reinstalling, it still installs as LuaCS and not regular Lua
