i think they have their own civil wars and so forth but just maybe not on the level of the empire
whiel playing Empire factions (either of them and so far only them) when i tried to declare war on a faction like catchay to rob their caravans, trying to declare war on the Woodelves next to volkmar or similar, i have the option to do som, but the AI seems to be unable to complete the "transactioN" locking me in a un-closable Wardeclaration diplomacy screen, requireing me to forceclose the game.
removing the mod mid save seems to keep that issue.
Since its the only mod affecting diplimacy that i use, its likely a issue here. could you look into that? i'd love to be able to war with whomever i want while they have to behave.

If you're having trouble with getting your way with diplomacy though, I can recommend mods like Easier Confederations or More Reasonable Diplomacy.
is it possible your mod disables the "force" button for player (the one you use if you want to force a deal/confederation... if the balance is not in your favour)? which is a bad thing at leat for me gg
But I agree with you in principle that, if it was a feral faction accurate to the lore, it would be excluded from this.
