Something like this would be perfect for IE. Making factions like Naggarond, Eataine, Hexoatl, Reikland, Sylvania, Karaz-a-Karak, Goldtooth, Grimgors Aardboys, Khemri, Couronne, Disciples of Hashut, Clan Skryre, Warhost of the Apocalypse etcetc have more bonuses so that you end up with "lore friendly" great empires that make abit more sense.
It's not that CA has done anything particularly wrong with IE's potential. I'm just considering giving it additional difficulty potential in IE as well.
If you do an IE version, is it possible to have it separated from this one ?

If I may ask, can this be added mid-campaign, and do you believe it will play nice with mods that add new legendary factions to the chaos realms like Mixu's Legendary Lords and the Legendary Characters mod?

I was busy with my studies at the end of last year and at the beginning of this year I couldn't focus on modding due to my military duty.
In 2023 I will try to update faster.

It's Korean, not Chinese. Mod descriptions sometimes change to the modder's primary language when updating mods. I just updated the mod description again in English.
I also think that they altered the actual difficulty modifiers related to faction potential at least in IE. In RoC, if you gave a faction +200 FP, they'd pretty much immediately rocket to number 1 power within a turn or two. If you gave them -200 FP, they'd plummet to last within a turn or two. In IE, +200 seems to give them a much much slower increase in power, but it does seem like they do get a boost on top of the basic campaign potential modifier each race gets.
Their campaign key is wh3_main_combi. I don't remember that from before, and the player faction is wh2_main_hef_order_of_loremasters. Which tells me that is a difficulty modifier for immortal empires. So, I'm guessing we can probably handicap the AI still by adding entries using that campaign key.
When I checked the packfile, it seems that the additional potential according to the difficulty exists only for ROC and not in IE.
You have no reason to use this mod in IE. This is because in IE, past major factions are properly treated as major factions.
This mod doesn't even fix the passive nature of minor factions. And considering that some people who use the mod say that the empire is getting too strong, and others like you say that the empire is still weak, it is expected that the variable depending on the difficulty is large.
Note: the dwarf actually expend quit well ...

I guess I'll have to check those mods to find out. It's hard to say for sure right now that it's compatible.
