I assume you're already aware of that, but there is a vanilla function that allows for smth similar-ish, the "auto construction" slider allows you to basically let the computer help manage with building construction - you do so by setting up how much % of your current cashflow can be used for auto construt via % slider.
So independent from whether your suggestion is smth for this mod or not, another avenue modders could take to tackle your idea would be around the existing funactionality and this slider, and I guess making it FAR more customizable (e.g. via MCT settings) <3
Though would be really cool if there was an "auto upgrade" toggle for cities so that we could just tell the game to keep upgrading the buildings we placed when possible.
