ofc it doesnt work for the empire as the confederation system of the empire is a scripted event...toggled by loyalty...it is literally the campaign mechanic of karl franz and gelt ^^

@VOLDEMORT No, its hardcoded into the game to prevent different races from confederating. Yes you can still get their units onto another faction through allegiance points or someone deciding to mod their entire roster onto another faction, No someone can not make a mod to enable cross race confederation because that would require access to warhammers source code in order to do so.
